When you see phones advertised as “PTA approved” or “non-PTA” in Pakistan, it refers to whether the device has been registered with the Pakistan Telecommunication Authority (PTA). PTA certification is now required for any handset to connect to Pakistani mobile networks. If a phone is not certified, its IMEI may be blocked and it can only be used over Wi-Fi.

What is a PTA-approved phone?
• PTA-approved phones have been officially registered and have “type approval” to operate on Pakistani mobile networks. The phone’s IMEI is stored in the PTA Device Identification, Registration and Blocking System (DIRBS).
• Users can make and receive calls, send SMS, and use mobile data on any local network.
• These phones typically cost more because the buyer or importer has paid the PTA duty and any applicable taxes.

What is a non-PTA phone?
• A non-PTA phone is not registered in the DIRBS system, so it is not authorized to use local SIM cards.
• Users may only be able to access Wi-Fi; mobile calls and data won’t work until the IMEI is registered.
• These phones are cheaper because they bypass the 30–35% PTA tax at import, but the buyer is responsible for paying the duty later if they want full network access.

Should you buy a PTA-approved or non-PTA phone?
• If you intend to use the phone on Pakistani mobile networks immediately, it’s safer to buy a PTA-approved device so you can insert your SIM and start using it without interruptions.
• If you buy a non-PTA device to save money, remember that you will eventually need to pay the applicable tax and register it with PTA to avoid it being blocked.
